Why there are many Korean and Japanese sellers selling cosmetics in USA even FDA is hard to get approved?

Because they're mostly distributors selling other people's brand. (And these brands are usually big and famous in Korea and Japan, but not well known in USA). So before these sellers are selling those products, those brand companies already got FDA approval, so the distributors don't need to do anything.
